The proposed evacuation center at Poblacion Zone II of Capoocan, Leyte was classified as having low landslide susceptibility rating based on the detailed 1:10,000 scale geohazard map of Eastern Visayas.
The 1:10,000 scale landslide and flood hazard of the said proposed site revealed that it is low susceptible to landslide and is not susceptible to flooding.
However, per joint DENR-DILG-DND-DPWH-DOST Memorandum Circular No. 2014-01, evacuation centers should not be established under areas classified as having low landslide susceptibility unless appropriate engineering intervention measures are implemented with continuous monitoring. The specifications in the National Building Code and Structural Code of the Philippines must likewise be strictly followed and modified if necessary, based on recent events such as super typhoon Yolanda and occurrences of earthquakes in the Visayas area.
Thus, the non-implementation of the recommendations by the MGB-08 as embodied in the issued geohazard certification will be the sole responsibility of the proponent.
