The proposed sites for the Balik Probinsya, Bagong Pagasa Program (BP2) at Barangays Caisawan and Cantubi of the Municipality of Balangkayan Province of Eastern Samar were classified as low flood and low to moderate landslide susceptible.

            The joint site inspection by the MGB RO VIII, personnel from the Department of Environment and Natural Resources Regional Office VIII (DENR-ROVIII), Provincial Environment and Natural Resources Eastern Samar (PENRO-Eastern Samar), Community Environment and Natural Resources Borongan (CENRO-Borongan) and the Local Government Unit of Balangkayan, Eastern Samar, disclosed low flooding and low to moderate landslide susceptibility of said areas, therefore, allowing development and dwelling therein.

Field findings on such areas with low landslide susceptibility however, recommended that specifications in the National Building Code and Structural Code of the Philippines must be strictly followed and modified, if necessary, based on recent events such as Supertyphoon Yolanda and occurrences of earthquakes in the Visayas area.

Also, the Joint DENR-DILG-DND-DPWH-DOST Memorandum Circular No. 2014-01 also requires that areas which are classified as having Low Susceptibility to flooding may allow development and dwelling provided possible flood heights and structural integrity are considered in the design. While areas classified as having low susceptibility to landslides may be allowed provided that continuous monitoring of the slope (upslope and on site) is conducted. Furthermore, areas classified as having moderate susceptibility to landslides are zones wherein dwelling and development may be allowed provided that appropriate engineering intervention measures are made with continuous monitoring.

            The joint site inspection and assessment by the team was conducted on May 19, 2020. Concerned LGU officials, MDRRMOs and the Municipal Planning and Development Office (MPDO) also joined the team in the inspection.
