The Mines and Geosciences Bureau Regional Office No. 08 facilitated a technical conference involving the local government units of Ormoc City, Albuera, Leyte and Province of Leyte together with other national government agencies such as the DPWH and NIA on July 29, 2022 at MGB-08 Conference Room.
In the said technical conference, MGB-08 presented the proposed Rehabilitation Plan of Panilahan River as instructed by City Mayor Lucy Torres Gomez during its meeting last July 8, 2022.
RD Carlos Tayag however, mentioned that since a lot of factors need to be considered in the rehabilitation plan of Panilahan River, MGB-8 will need inputs from other agencies. He stressed that the technical capabilities and mandate of the Office have limitations, particularly focusing on the quarrying aspect and mineral contents of the river. Atty. Christian Gilbert Dado, Legal Officer of MGB-08, thus, stated that the approval of the rehabilitation plan is not solely by MGB-08.He added that the approving authority of such rehabilitation plan must be determined and that it must involve inter-agency coordination. On the other hand, considering the urgency to create said rehabilitation plan, most agencies during the technical conference, particularly, NIA considered the proposed plan by MGB-08 acceptable.
In closing, the options for the rehabilitation of Panilahan River are as follows: proposed Rehabilitation Plan created by MGB-08, comprehensive rehabilitation plan to be undertaken by DPWH and moratorium on quarrying activities in the river by LGU Province of Leyte.
The proposed rehabilitation plan will be presented to LGU- Ormoc City on August 9, 2022.
